Oregon Assessment on Health Premiums
House Bill 2116
House Bill 2116 passed by the 2009 Legislature creates a 1 percent assessment on certain health
premiums to help fund health insurance for uninsured Oregonians. The new tax is effective Oct.
1, 2009. The Department of Consumer and Business Services administers the tax through its Insurance
Division.
The division is developing an online premium reporting system while providing guidance on such
issues as what premiums are taxed, how premiums are to be reported and the requirement that certain
policyholders be notified of the 1 percent increase.
